Penny-Tim's extra baggy clown pants rule out any leg articulation and thankfully, the figure is well balanced, as there is no ankle swivel either. What's left are shoulder swivels, wrist swivels and a ball jointed head. His collar inhibits a lot of the potential head movement, but you can still turn his head and get a little up and down tip before it pops off.
Paints are nice and tight on this figure, with colors that really pop and a matte finish that helps with that cartoony feel. Penny-Tim comes with a balloon accessory attached to a bendy wire to give it a floating effect. A tiny hole in his left hand is meant to house the wire but you'll have to make it a weeee bit bigger to make that work.
